BALIFOKUS delivered several primary waste issues and information at basic training activity which organized by Faculty of Medicine (Udayana University) on October 15, 2011. Along with other key person from the Denpasar Environmental Agency, BALIFOKUS presented mainly about the view of KIPRAH Program for Komunitas Mahasiswa Peduli Lingkungan (KMPL) which runs as one of the student communities focusing on the environmental issues.

The students from different courses (Faculty of Medicine) attended the training and were enthusiastically took part the activities held until noon. The training activity held some sessions in which the students could also interactively raised various questions about the presentation material delivered by the key persons. The Denpasar Environmental Agency shared information on climate change issue which is currently being experienced globally. While BALIFOKUS presented more detailed information on waste problem and KIPRAH Program as one of the options to attempt application of (solid) waste treatment and currently has been applied to support communities in managing their waste independently.

The illustration of this community-based waste management delivered by Dewa Alit Setiarsa, BALIFOKUS Program Manager, began with an explanation on the definition of waste term itself. It continued then on the condition of waste problem and its management that is currently being implemented. The participants became to find out the waste problem in most cases such as the population growth fueled the growth in waste generation, less integration of the municipal waste management systems, the lack of infrastructures and logistics, and ultimately produce waste accumulation in landfills. At the end the presentation pointed the KIPRAH Program comprehensively on its definition, goals, and principles.

The Environmental Agency of Bali Province and Stakeholders Discussed the Assistive Technology to Overcome the Plastic Waste Problem

Environmental Agency of Bali Province invited the stakeholders who work both actively or in a proactive way to the plastic waste management in local area. The various circles included in the meeting held on December 22, 2011 at Environmental Agency office in Denpasar, Bali. The academia, NGOs, the local government agencies (industry and trade agency, local government laboratory, and department of landscaping and sanitation), the private sectors for waste treatment, and the power plant supervisor attended to provide inputs and suggestions on the presentation delivered by Environmental Agency.

The presentation described about a kind of technology that might offer sort of solution to solve plastic waste problem. The application of the technology is to convert plastic waste into fuel. The zero waste concept became the basis of the technology application and a simple experiment has been made in Denpasar area (Kampung Petiles). The experiment of this technology in this area is basically not only trying to make fuel from plastic waste, but also creating other efforts (and technologies) to reduce and manage the wastes in general. The application of simple technologies such as biopori and methane biogas from domestic waste treatments is also try to be socialized in order to effectively be able to overcome the waste problem particularly at the household level.

The concept of these three technologies was delivered by the representative whose role as a forerunner and promoting the movement in Kampung Petiles. The application the technologies in general will help to reduce and utilize the waste, for example by applying the methane biogas from the organic waste (while later also could be used as compost). It can’t be denied that the technology of plastic waste converter into fuel was still required a series of legally assessments and scientific reviews (in terms of the safety over its usage and effectiveness). Therefore, the Environmental Agency as an initiator of this collaborative meeting where also invited the Kampung Petiles representative to be a key person, involved the participants to later be able to examine in greater deeper specifically on this converter technology. It expected later could be widely applied and developed in order to handle the more massive quantities of plastic waste (especially for the type of plastic waste which is difficult to be recycled).

The positive response and appreciation emerged from the participants in view of the urgency of the need for technology or similar efforts in handling the wastes notably in Bali. In the meeting eventually agreed that a scientific review or study was decisively necessary as well as the legalization of the converter technology when it has passed the scientific test. The Environmental Agency of Bali Province also stated the development of any technology related in addressing the environmental issues should continue to be pursued and supported by all communities, certainly in achieving the goals of Bali Clean and Green program.

Pembuangan limbah padat secara teratur dan aman adalah dasar untuk kebersihan dan pencegahan penyakit dan karenanya dasar untuk setiap kegiatan pembangunan berorientasi pada pengentasan kemiskinan melalui peningkatan kesehatan.

Borda, bersama dengan mitra organisasi Balifokus dan BEST (Indonesia) telah menunjukkan bahwa pengelolaan sampah padat yang terdesentralisasi berhasil dikelola di daerah perkotaan, dimana penduduknya memiliki permintaan untuk layanan tambahan pembuangan limbah padat. Hal ini sering terjadi di daerah perkotaan dimana penyedia layanan konvensional dan informal tidak mampu mengatasi peningkatan jumlah limbah padat.

Health Care Without Harm telah mengeluarkan sebuah video yang merupakan bagian pendukung dari kegiatan program pelatihan untuk rumah sakit di seluruh dunia, yang bertujuan untuk mengeliminasi keberadaan merkuri dan  pengelolaan serta penyimpanan yang aman untuk limbah merkuri. Beriringan dengan pemerintah pada saat ini yang sedang mencari solusi yang lebih permanen. Video ini dapat diadaptasi ke dalam bahasa-bahasa lain dan berguna untuk pengembangan model pengelolaan limbah merkuri yang secara fleksibel dapat direplikasi di sektor kesehatan. Secara khusus ditargetkan untuk para pekerja kesehatan yang dalam waktu dekat akan disebarkan dan digunakan terutama di negara-negara berkembang.

The activity implemented in Loloan Barat village where the community group (KSM Mega Mendung Lestari) running the DEWATS technology in support of their environmental condition. On its processing capacity is designed for 210 people required some technical examinations, for instance to the condition of piping system, wastewater treatment plant components as well as the monitoring component of the social aspect of members participation.

The observation result for the piping system required some improvements and recommendations given to the operator who is responsible for maintaining on the treatment plant system. The cleaning activity for control chamber and grease traps feasible routinely performed (once a week) and maintenance of manholes to avoid damage in order to remain open during the monitoring carried out. This sort of improvement was also applicable to the wastewater treatment plant for the maintenance subject. Recommendation provided the monitoring team was cleaning out the rubbish and insects from downflow pipe and the chambers at least once a month or every two weeks.

On the observation of sludge sampling obtained the result on the sludge surface profile. The color appearance of the water was sufficiently clear although scum slightly seen in the chambers. The average height of sludge in between 20-50 cm therefore the desludging must be carried out in order not to disrupt the stabilization process of settler chamber and the desludging process should be taken if the sediment is over 60 cm.

BALIFOKUS attended the meeting on socialization of Denpasar Clean and Green (DCG) program and would be recognized by the name “Berlian” program as noted previously. The acronym of program title refers to Bersih (clean), Lestari (sustainable), Indah (beautiful), and Nyaman (comfortable). The realization of “Berlian” will be directly related to the local government program as a strategy towards Bali Green and Clean Province program. The “Berlian” program activity will also be one manifestation of the participation and collaboration action among all levels from the community and government to jointly support accomplishment of the objectives on program at the provincial level.

The meeting was held on September 24, 2011 delivered several program missions which as follows to develop a clean and healthy living, to improve the welfare of community members by managing the wastes, to encourage the knowledge, skills, mindset and behavior in managing wastes for communities, to educate the youth to concern about the environment, to encourage community participation in waste management independently, to build the networking and cooperation with various parties, and to develop 3R movement as well. This strategic plan submitted by the Chairman of DCG board, A. A. Rai Swastika, which also described the various activities derived from the basic missions. The Head of the Department of Landscaping and Sanitation (Denpasar) on occasion also socialized the new policy on the changes in municipal waste transport schedule would be started at 7 PM to 7 AM.

As noted previously, this collaborative program will carry out activities by embracing government and non-governmental parties in each area in Denpasar. Twenty villages in Denpasar area will simultaneously carry out this program. One of community groups (KSM Asri Karya) which is assisted of BALIFOKUS taking part in this program as adviser in DCG management. The results to be expected of this program after all include the number of community members who are aware and concerned to the environment issues as well as the proper waste management among the community will increase, the plastic consumption will decrease, waste disposal to temporary dump site and landfill could decrease, the number of community members who have economic and environmental benefits will increase, so the banjar, rivers, beaches, mangrove forests, and other public areas will avoid the littered-waste.
